What is of grave concern is there seems there was no post-casualty testing, mandated by US laws, to verify the Captain hadn’t been intoxicated. The Captain left the scene of the crime before the testing could even be considered, which certainly should raise some questions as well.

As a 49-year mariner, Captain Doherty is instrumental in the implementation of Nexus’ ship safety initiative, and will be releasing a an assessment of issues, concerns and remedies now that the Concordia operation will turn from a rescue to a recovery operation in the coming days.

Mica of Florida (along with Subcommittee Chairman Frank LoBiondo of New Jersey) is conducting a hearing to look into US-flagged vessels’ safety, and the subsequent increased security of all cruise line passengers,” Doherty added.

About Captain Bill Doherty 

Captain Bill Doherty is a 1967 graduate of the Massachusetts Maritime Academy, a licensed US Coast Guard Master-Unlimited tonnage, and qualified First Class Pilot, Prince William Sound, Valdez, Alaska. Captain Doherty has served on numerous US Navy warships and was the Head of Maritime Affairs for the Chief of Naval Operations during Operations Desert Storm. Over the course of his career, he has commanded tankers, containerships, research vessels, high-speed ferries, and was an instructor at his alma mater. Before retirement, his latest position was as Safety Manager for Norwegian Cruise Lines. Captain Doherty now serves as the director of maritime relations for Nexus Consulting.
