EU extends EUCAP Nestor mission

The Council today extended the mandate of the EU mission on regional maritime capacity building
in the Horn of Africa (EUCAP Nestor) until 12 December 2016.

This civilian mission forms part of the EU’s comprehensive approach to fighting piracy in the Horn
of Africa, alongside the EU Naval Force Somalia and the EU training mission for Somalia. EUCAP
Nestor works to reinforce the capacity of states in the Horn of Africa and the Western Indian Ocean
to effectively govern their territorial waters in order to help them fight piracy more effectively. This
includes advice, mentoring and training for the coast guard, maritime criminal justice system and
coastal police. Activities are currently carried out in Somalia, Djibouti, the Seychelles and through a
liaison officer in Tanzania.

Since July 2013, Etienne de Poncins has been the Head of Mission for a team of around
80 international and 13 local staff in the headquarters in Djibouti as well as in several country
offices. The mission disposes of a budget of € 11.9 million for the period from November 2013 to
October 2014.
