Service Officials Note Changing World that Prompted Maritime Strategy Update

NATIONAL HARBOR, Md. — Much has changed in the world since the Navy, Marine Corps and Coast Guard developed their cooperative strategy in 2007. From North Korea to the Middle East to the Arctic, new threats — and some opportunities – prompted the three services to issue a strategy update.

“We didn’t expect a new leader of North Korea,” said Rear Adm. Kevin M. Donegan. And the new one, Kim Jong Un, “may be more troubling than his dad.” Nor did strategy writers in 2007 anticipate Russia’s annexation of Crimea or its forays into eastern Ukraine, said Donegan, who is acting deputy chief of naval operations for plans and strategy.
