Senior US military leaders are becoming increasingly concerned by so-called ‘grey zone’ naval activities being conducted by Iran and its surrogates.

Gen Joseph Votel, US Army, the commander of US Central Command, characterised the grey zone as ‘that space between normal international competition and armed conflict’, speaking at this week’s NDIA National Logistics Forum event in Tampa, Florida.
